Is running actually effective for fat loss?
I run twice a day, each time for 20 minutes, involving some hills. Does running actually use up your fat stores?

Yes, but if you can add up to 30 mins per session, you will see the result quickly. And of course, let check by yourself, how much you have run, because speed is a key and point of losing fat!

Creating a calorie deficit causes fat loss. Running can contribute to that calorie deficit, but it’s easier and more effective to change your diet. Running will do a lot of great things for your body, but weight loss is not guaranteed.
