Why does my PC shut down when I plug in USB flash disk and will not start up unless the disk is unplugged?
The usb ports work well enough with modem and camera. My PC is running on Windows XP Home, which is newly installed. The usb disk works fine in other computers.

The reason is because the USB takes too much power from the computer (making it shut down). If you have a different USB port, try plugging it in there.

My guess is the key word: Newly Installed. If you newly installed your OS, it could be that in the BIOS, it is set as BOOT TO USB, and after that fails, it needs to be unplugged to go to your secondary which is the HDD. This is sometimes done so you can plug in a USB CD-ROM and load an OS or whatever. To change this press whatever F# button to get into BIOS and change the BOOT TO to the HDD.
