The card gives lets us use the health services in Europe. But what happens if we do not have this card? Can we still use the health services without it?

As a foreign national (even within the EU) you could be refused free treatment or be asked to pay in some countries without your EHIC proving your entitlement to free/reduced cost emergency treatment.
It’s also a condition of many travel insurance policies that you have an EHIC and use the facilities it affords you whenever possible as they may not pay out for some or all of your treatment costs otherwise.

The objective of the card is to ensure that UK citizens get the same service in Europe as they would get at home. So, if you require emergency treatment you get it at no extra cost. It does not cover any existing conditions you may have nor will it get you free routine dental treatment.
Since the card is free it would be pretty stupid not to carry one.
You can get an application form at your local Post Office.
