It depends on how much you know how to do. If you know how to put things on a page in HTML you could just make a Yahoo web page site. If you need some type of program so you can type things in like you do here you might be better off contacting a small service provider that will only charge a minimal fee and set the software up for you. You would have to buy a domain name for about 8 dollars then. Some places will host you for as little as 20 to 30 dollars a year.

A wordpress blog would be the best and easiest, but you would need to register a domain and get hosting. For totaly free you could use squidoo (like mine) or use blogger blog.
