is i possible to learn to play guitar just using internet?

I want to learn to play guitar, but I’m really busy and I cant’t attend guitar classes. so I want to learn guitar , using internet. is it possible?I should say that I live in Iran, and internet speed is really low here (its forbidden to have a connection faster than 128 kb/sec, even though my download speed barely reaches 20 kb/s) , so I cannot download big video files. so, is it possible?
